Greer Housing Authority (GHA) is requesting written price quotes from qualified contractors for the fabrication and installation of ADA-compliant handrails for a recently constructed concrete ADA ramp located at Kendrick Apartments, 211 Austin Street, Greer, South Carolina.

The ADA ramp concrete work has been completed. The selected contractor will provide all labor, materials, fabrication, equipment, and installation necessary to complete ADA-compliant handrails.

Site Visits
Contractors are encouraged to schedule a site visit prior to submitting a quote to verify measurements and conditions.


Award of Contract

The contract will be awarded to the lowest responsive and responsible contractor in accordance with Greer Housing Authority Procurement Policy and HUD procurement requirements (2 CFR 200).
Greer Housing Authority reserves the right to reject any or all quotes.

Background
A new ADA-accessible concrete ramp has been constructed to improve accessibility to Building A. Greer Housing Authority is seeking a qualified contractor to design, fabricate, and install ADA-compliant handrails for the ramp.
Contractor Responsibilities
The contractor shall provide all labor, materials, equipment, and supervision necessary to complete the project including but not limited to:

  1. Field Measurements
    Contractor shall:
    • Visit the site and verify all ramp dimensions
    • Confirm layout prior to fabrication
    • Ensure the railing system meets ADA compliance requirements
  2. Handrail Design and Fabrication
    Contractors shall provide ADA-compliant handrails including:
    • Continuous handrails on both sides of the ramp
    • Proper grip size and smooth surface
    • Safe termination of handrail ends
    • Durable metal railing system suitable for exterior use

      Handrails must meet ADA Accessibility Standards, including:
    • Handrail height between 34 inches and 38 inches
    • Minimum 1.5-inch clearance from adjacent surfaces
    • Continuous gripping surface
    • Ends returned to wall, guard, or ground

  3. Installation
    Contractor shall:
    • Furnish and install posts, railings, brackets, anchors, and hardware
      Securely anchor railing posts to the existing concrete ramp
    • Ensure rails are level, stable, and properly aligned
    • Maintain ADA-compliant height and spacing
  4. Materials
    Handrails shall be constructed of exterior-grade materials such as:
    • Powder-coated steel
    • Galvanized steel
    • Aluminum railing system
    • Finishing must be weather resistant and corrosion resistant.
  5. Protection of Property
    Contractor shall:
    • Protect sidewalks, landscaping, and building structures
    • Repair any damage caused during installation
  6. Cleanup
    Contractor shall:
    • Remove all debris and excess materials
    • Leave the site clean and safe for residents use
  7. Insurance
    Contractor must provide proof of:
    • General liability insurance
    • Workers compensation insurance

Quote Submission Requirements
Contractors shall include:

  • Company name and contact information
  • Total quoted price
  • Estimated timeline for completion
  • Proof of insurance

Project Timeline
Work should begin within 10-14 days after award and be completed within 30 days.
